I may have to just end up restoring the entire partition and reinstalling. I heard there is some "repair" option in bootcamp assistant but it doesn't seem to be there. I've also heard I need to crash it 4 times in a row and it will automatically boot up in safe mode but that just lead to a bunch of strange artifacts on a black screen. I have to wonder if its a problem not reading the Mac keyboard shift? Is there another key combo I can press? Then I restarted holding Shift to boot into safe mode but it just briefly shows the windows logo then cuts to black.

You can only upgrade by upgrading to a newer version of the operating system. I tried using a different usb-c port that wasn't on the AMD graphics card since you can start up that way as well. On Mac OS X the graphics driver is part of the operating system. I believe it was looking for the installer to continue the process but it was once again in a zipped state because I didn't run an unzipped copy. This is where I was met with a black screen. So after I started up in windows and ran the update it uninstalled the previous drivers, it restarted in order to finish installation. The part I didn't realize I had to follow? I needed to copy the unzipped file. If there is a graphics driver update, it will be included in the Mac OS X update.

So I followed all of the directions, most of them(unfortunately). On the 'Apple' menu, click 'Software Update.' If there is a Mac OS X update available, you can install it.
